This is Jim Buoy’s red/white “rock-hard shell” rope float measuring 3 x 5 inches. It accommodates ropes up to 1/2 inches in diameter.
These floats resist weathering. They have a modern foam core, closed-cell and will not absorb water. They can even withstand constant dragging over power winches and transoms.
